Dieser Gesetzentwurf ist auf jeden Fall überzeugender als die Regelung, die Union und SPD bislang vorsehen. Es bleibt aber das Problem, dass Sicherheit auf Dauer nicht mit Schulden finanziert werden sollte, sondern nur vorübergehend, um einen sofortigen Aufwuchs zu ermöglichen.
Der Gesetzentwurf der Grünen für die Schuldenbremsenreform Verteidigung ist da: weniger Zusatzspielraum im Haushalt durch 1,5 Prozent statt 1 Prozent BIP (entsprechend den Vorschlägen von NRW, BW, Bremen) und einen deutlich breiteren Sicherheitsbegriff.
