In LA, we have the right to film law enforcement in public spaces, as long as we do not interfere.

These ICE agents are an embarrassment to law enforcement. Imagine being so afraid of being a public servant that they have to cover their face. Under no circumstances should any arresting officer be lawfully allowed to shield his/her identity.
