Maybe I’m way too optimistic but I feel like the relative quiet from the Whitehouse isn’t due to a lack of action but instead so there is no advantage offered the next administration. Look at the volume of pardons today and funds being transferred etc. Those don’t happen in a vacuum.

I keep thinking about the leverage of being a payer state and how that can be used. I feel like that changes the game a bit if funds are withheld. Seems like a negotiation lever.
