Reports are now that there were 3-4 strikes made to finish off boat survivors.
Legal analysis is that at best —at best— it’s a textbook war crime (if relying on flawed OLC logic pretending US is at war). Otherwise it’s simply premeditated murder by top US officials

If Trump does go through with his threatened invasion of Venezuela without Congressional approval, that should absolutely be grounds for immediate impeachment proceedings.
