That makes 7 parties that have already explicitly expressed support for a TAFF roadmap at COP - RMI and the 6 members of the EIG (Switzerland, Mexico, Liechtenstein, Monaco, Republic of Korea, and Georgia).

More consultations will take place this afternoon Brazil time, followed by a Presidency stocktake on these items tomorrow.

If these consultations are the first step towards such a cover or Mutirao text, it's certainly a more open process than in some previous years, when cover texts have emerged seemingly from out of a black box at the final hour.

Several parties expressed openness to doing this through a "cover decision".

AILAC called it a "Mutirao implementation package" that could include an NDC response coupled with the provision of finance.

LDCs also called for a Mutirao text that would bring all items together.

On unilateral trade measures, some said the appropriate place to discuss these is the World Trade Organization, with others pointing to existing agenda items such as response measures.

One thing I noticed in the room was that lots of references are being made to the ICJ advisory opinion, in particular (but not only) by AOSIS.

On 9.1, the familiar dividing lines have emerged between those who want to discuss 9.1 alone and those who want to discuss it in context of article 9 as a whole (also including mobilization of finance, and voluntary contributions).

On NDC response, a broad coalition of both developed and developing countries is shaping up in favour of AOSIS' proposal to create space to respond to the ambition and implementation gap. But it faces opposition from those who stress the Paris agreement's ambition cycle.

SBSTA and SBI agendas also adopted smoothly.

The new update takes into account NDCs made by the EU, China, and others.

- defer report on the high-level ministerial round table on increased ambition of Kyoto Protocol commitments.

- hold following items in abeyance: considerations of proposals from Parties and amendments to the Convention under art 15, proposal from Russia to amend art 4(2)(f) of the Convention & proposal from PNG and Mexico to amend art 7 & 18 of the Convention

- Presidency consultations on mountains & climate change

- Adaptation items will consider climate change and health

- Defer following items to COP31: long-term climate finance; periodic review of the long-term global goal under the Convention and of overall progress

- Stocktaking plenary on Wed Nov 12 to update on those presidency consultations.

- Presidency consultations on special needs & circumstances of Africa

- Special event and a 2027 summit under the Action Agenda on special needs & circumstances of Africa

- Presidency consultations on: art 9.1 (provision of finance by developed countries); addressing the concerns related to trade-restrictive unilateral measures; responding to the synthesis report on NDCs and addressing the ambition and implementation gap; reporting and review under art 13.

I'll be following COP closely to track discussions on the roadmap idea - as well as the overarching theme of how to respond to the NDC ambition gap.

A dialogue would also identify the enabling conditions and international support needed for just transition and economic diversification.
