Nobody knows. That’s the problem with the recent EU regulations. They are ambiguous and unclear, regardless of the intended outcome.
So... he says "we don't ask any platform to remove any lawful content." Then recognizes the "difference between illegal content and then content that is potentially harmful." As to that LEGAL content, "we ask just platforms to take appropriate risk mitigation measures."

NSO, which has nine entities in Luxembourg, will pay damages to WhatsApp for hacking its servers to deliver Pegasus.

NSO likely preferred this outcome over exposing it's malware to scrutiny, so they can preserve their chances of continuing dealings with malicious governments.
A U.S. district court ruled that NSO Group, an Israeli spyware maker, had violated U.S. and CA anti-hacking laws and breached WhatsApp's TOS. While the decision has been hailed as "precedent-setting," @asaflubin.bsky.social writes that the actual legal precedent is pretty limited.

When a report shows that 16% of employees in Luxembourg have been victims of moral harassment in 2023, you can be sure of one thing: the actual number is much higher.

It is indeed a very apparent problem that the country should take seriously if it is looking to attract a workforce.

My holiday read this year was Animal Farm, which has been published in Luxembourgish by Ernster. A good choice to revisit this story at a time when nearly every indicator suggests that democracy is in decline around the world and it’s likely to get worse in the year ahead.

When measuring a nation’s economic success, do you prefer celebrating the highest per capita GDP in the world or the successful businesses a country can export to other markets?

The Luxembourg Data Protection Authority (CNPD) is tasked with enforcing the AI Act, except that the Luxembourg Financial Authority (CSSF) will be responsible for enforcement related to the financial sector.

This is potentially a unique Luxembourgish solution.

I just came across this article, which uses Eurostat-data to demonstrate that the vast majority of Luxembourg’s population, over 88%, earns above the EU average income.

While people usually don't know where Luxembourg is, and they aren't even sure whether it is an independent country or not, all they claim to know about it is that it is a tax haven.

How false this belief is, is demonstrated here:
