Ryan, I’m not sure we should move on to speaking of the Rules of Engagement and Use of Force when the deployment is illegal in the first instance, and every Marine receiving the order to deploy—in the absence of the invocation of the Insurrection Act or a declaration of martial law—should refuse it.
