Hi Jeremy, can you elaborate any further on this? Is it NIH-wide? Is it retroactive for the whole FY, or only for grants going forward from some date after the beginning of the FY?
NIH staff are being required to fully fund ~ 50% of their grants. This means that all 4 years of an award will be paid out of this appropriation. This will help them get the appropriated funds spent, but will mean they can only fund (1/2 + 1/4*1/2) = 5/8 has many grants as they would have otherwise.

The upshot of this decision, for now, seems to be exactly the crazy patchwork scenario we were warned about:

- the lower-court injunctions continue to protect the parties (immigrant orgs, individuals and 22 states) from Trump's EO
- the EO can (and will) be enforced in the other 28 states

🧪update on NIH indirect cost rates
Surprise! Some good news in the NIH indirects case:

Last month, the Court issued a prelim injunction blocking NIH from cutting NIH indirect cost rates.

Today, NIH agreed that no other issues need to be litigated in the trial court. This means NIH's only remaining option in this case is an appeal.

So understand this....The executive branch is in charge of the personnel. Congress is in charge of the budget allocations. Many have been screaming that Trump can't cut the budgets because Congress is in charge of the purse. Well that does not matter. (1)
