It rescinds the guidance, but does that automatically rescind the paragraph in the actual Notice Of Award? That is still part of the terms and conditions for that specific NOA., is it not? The terms and conditions does not reference that guidance.

They didn't cave. They just adjusted the internal DEI policies to correspond with the new federal law that Trump implemented. I don't believe it was done because of an "ask" by the Trump administration.
