"Effective today, NSF’s division of grants and awards is returning all grant proposals previously approved for funding and awaiting final signoff to the program officers who oversaw the initial review. In the meantime, according to those sources, NSF will not make any new awards."

If a Democratic president was going to be secretly impounding FEMA money earmarked for red states it would cripple the administration for a year.
NEW: The Trump Admin has been "covertly" withholding FEMA funds from Democratic states, seemingly as retaliation for sanctuary laws, a judge ruled.

Hawaii is missing $6 million for widlfire aid. Oregon is waiting on $129 million for disaster prevention.
Trump slammed for ‘covertly’ withholding FEMA funds from blue states
The Trump administration had claimed FEMA was just launching a new manual review process for allocations — a process the states showed is covertly based on Trump's funding freeze.

This is going to have a huge ripple effect. It doesn't just impact university researchers!
Not allowing institutions to draw down funds that have already been awarded to them is an incredible move.
Not to remind anyone of yesterday's drama given that we have a new drama, but NSF is still not allowing their PIs to withdraw funds because of the initial OMB order. Sigh.
