If the judiciary determines the Trump administration is doing something unconstitutional or breaking the law. Who is going to enforce the judges order(s)?

While cancer research got all the attention when it was cut from the House CR. The real reason Musk scuttled the bill was to eliminate provisions restricting him from invest in tech facilities in China. Musk is ramping up factories in China and wants an AI Datacenter a security risk for the US.
