After screenwriting for 40 years (33 as WGA), I have settled on this process:
1. Cards.
2. Screenplay.
3. Sell project and Trades announcements.
4. Rewrites and Development Hell. Producers occasionally die.
Well, at least there's money in the mix...

3. Treatment
4. Screenplay
5. Rewrites
I have found this the quickest route to a polished draft.
It leaves room for discovery in (3) and (4), with the shortest time in (5).
