They're already going elsewhere. My university didn't meet its international enrollment targets for this semester and is cutting or slow-walking various projected expenditures as a result. The next academic year likely looks even bleaker.

Many of the attacks on higher education ignore how economically important universities are. International students, for example, subsidize tuition for US students (often from white middle class student groups).
On the flip side, I’ve heard university admins say they expect international students to go elsewhere, which would create a dent in tuition revenue.
