It appears that PAYMENTS FOR ALL GRANTS THROUGH THE PAYMENT MANAGEMENT SYSTEM ARE BEING FROZEN.

If this is correct, then no funds will be transferred to any grantee institution, at least at this time.

In 1862, a Union soldier found cigars wrapped in a piece of paper in a field of clover. The paper was a copy of Confederate Gen. Lee's invasion orders. The Southern sloppiness helped the Union stop Lee at Antietam.
It's unknown who lost the orders in the field, or if he was related to Pete Hegseth.

The travel/travel spending ban expires tomorrow so maybe we will find out if we're going to a conference in May. IMO I think it's unlikely there would be enough time to plan arrangements even if it's lifted.

Also just now, NIH intranet was updated re its communications pause. NIH scientists can now resume travel to and participation in conferences.

The pause on updating the Federal Register remains in place -- which means grant-making is effectively frozen, in violation of court orders.
From an email viewed by me sent from the acting NIH director Matthew Memoli just a bit ago:

"The last few weeks have been difficult for many of us, but we must prepare for further changes ahead. When this transition is behind us, NIH might look different... but our mission will remain unchanged."
