Feels weird to point out that the Insane Clown Posse's DC March of the Juggalos in 2017 was because of this issue. Law enforcement considered ICP tattoos and even albums in home as evidence of gang membership and used it to violate probation and in custody hearings.
some of us were warning about this 10 years ago when NIST released a tattoo database called Tatt-C, which they built by taking pictures from non-consenting incarcerated people

About 20 years ago I had to scope out this 4 month, 15 country tour for USAID to pen test bases all over Africa and the Middle East. I worried about who I was going to assign until word of the project leaked and two people on my team burst in to begged to be assigned and I was so relieved.
