The people can always be brought to the bidding of the leaders...tell them they're being attacked & denounce the pacifists for lack of patriotism & exposing the country to danger. It works the same way in any country.

Spain's universal health care system seems best, and Japan's is another that is superior to USA. Not a high bar to exceed.
