The Guardian reports that the U.S. plan incl several lines that were certainly drafted in RU before being translated. In EN they sound unnatural and out of place.

Pipelines costs 1 to 2 million per kmh to build. Smiths 300 million in a best case scenario, would build 300 kmh. Oil and gas aren't stepping up to foot the rest of the bill, so 3 guesses who would have to pay, and who would be left with the debt. Protect healthcare, not Oil and gas with tax money.
