I increasingly believe folks using this line of argument ("it can't happen, it's illegal") are more than anything just preemptively reinforcing their plausible deniability narrative so that when this happens, they can feign disbelief and avoid doing anything brave

Everyone should have learned this even before Trump just reading about Andrew Jackson in history class.
It forever blows my mind that TRUMP managed to absorb that lesson and even remember the source, but everyone else in our political theater needed it proved to them by way of object lesson

The lesson the center should have learned from trump is that rules only matter when those empowered to enforce them can be bothered to do so.
