The folks who have done everything the U.S. has asked of them are being targeted because they are low hanging fruit -- the government has all of their information at their fingertips. It's so evil.

i get this but how many times are Democrats going to fall for the "If we don't do X, Republicans are going to do Y" when Republicans are clearly going to do Y anyway
I think DC is in a more precarious political situation than other parts of the country. It's entirely possible her calculus was “do this so we can avoid threats to our home rule.”

Not that it's great but Bowser clearly was trying to avoid a fight here.
