We're seeing this now. Concepts which had been rendered politically inert by their universal public affirmation, like democracy, human rights, anti-corruption, anti-racism, & basic decency, have polemical potential again as that consensus breaks down—they're available for use as partisan weapons.

Schmitt is onto something when he calls out 'universal' concepts like human rights or justice for being emptied of substantive content when they cease to be polemical—meaning oriented against a concrete political foe.
But that just means they need to be reappropriated by new emancipatory movements.
