The legal way to do this would be to change federal grant requirements (and related federal laws).
What the White House is doing is extortion. The White House’s word is no good ( and comes with no guarantees), and their demands violate federal and state law and place universities in legal peril.

The Constitution does not specify Who must give the oath to an incoming Representative (or other official). We don’t need Mike Johnson or any other GOP protector of child rapists.
