The legal way to do this would be to change federal grant requirements (and related federal laws).
What the White House is doing is extortion. The White House’s word is no good ( and comes with no guarantees), and their demands violate federal and state law and place universities in legal peril.

I mean, that is technically true. Trump does that a lot- causes a problem, then ‘fixes’ it by undoing what he did and declaring victory. His MAGA cult then calls him a ‘genius’ for fixing what he broke.
