so obvs not a single person writing this policy knows how long a PhD takes, but i also want to point out that "as long as they remained full ine students" is not true. I-20 gives you a limited time period to finish your program. You can request an extension, but it has strict reqs (e.g. medical)
I know there's a lot happening today, but this is sneaking in under the radar. This proposed new rule would absolutely crush foreign PhD students, potentially making it impossible for them to enroll with any certainty of their ability to finish www.politico.com/news/2025/08...
