Surely part of it, but explicitly calling for public opposition, protests, and to film and report everything also played a part IMO. Pritzker gave a greenlight and encouragement to that in a way others didn't, and that made an immediate difference.

Leaders *can* mobilize public opinion and action.
My guess is that his threat to prosecute feds who violate the rights of Chicagoans did it. Every D governor and AG should be making the same promise.

In 1965:

-42% of American adults smoked; it’s 11% now.

-The infant morality rate was 24.7/1000; it’s 5.6/1000 now.

-Overall life expectancy was 70 years; it's about 77 years now.
