Very good that the IFS did this but it doesn't make the slam dunk case for SureStart that many seem to think. A lot of the benefits are uncertain and I suspect the overall return is much lower than you'd get from e.g. just scrapping the two child limit.
NEW: Sure Start generated widespread, long-lasting benefits for children in education, health, absences, and SEND.

Every £1 of up-front spending on Sure Start could generate around £2 in total benefits over the long run.

Depending on where you are in the country, if you are an FSM pupil, you could be 6X less likely to become a top earner; 10X less likely to get a degree; or nearly 7X less likely to pass Eng/Maths GCSE than your FSM peers.
