Summary of this ruling from a science perspective:

- Three-judge panel at the 9th Circuit: Clinton, Obama, Biden appointees refused to restore terminations during litigation.

- Lower court found grant terminations violate the APA (arbitrary and capricious), 1A, and statutory agency missions.

So good news for UC folks. Could also mean the case will soon end up at the Supreme Court (along with one that’s pending there now for NIH terminations).
