I spoke with someone at the Blade just now and they said the Park Service issued a statement early this morning that they had rejected DC Police's request to rescind the order. So, this is a Trump/Park Service thing.

I am reading that the 10% across the board tariff goes into effect for everyone on April 5th and then the additional percentages in the chart (which include the 10% baseline) go into effect on April 9th. 🙃
