If not outright training, then it takes time. But retail prioritizes warm bodies over longevity, because we've made all retail positions absolutely shitty for shit pay.
So no one stays and no one learns how to actually interact with customers, so we get blanket rules like this.

I actually like service jobs; I got really good at being able to tell if someone staring too long at a wall of cereal was legitimately lost or if they needed a minute to take in the possibilities. Most people really appreciate a well-timed "can I help you find something?"

And of course no one wants to be aggressively greeted by every store associate. Nor do you want to be ignored by every passing worker when you legit need help.
Stores fear more lost sales from the latter, so you get rules about the former.
Between is the sweet spot, but that takes *gasp* training!

As many have already pointed out, that's a common rule in customer service (in the US, at least). I've worked Target, grocery, and construction/repair store, and all of them "required" you smile and greet a customer within a certain bubble.

Absolutely harder. They have no one to talk their thoughts through, banter with, pull against. It's just them, and that internal struggle is definitely more of a teeth pull for me.
