I don't think this is true at all. Pitchers have been blowing out their arms as long as they've had arms to blow out. Attitudes about overuse have changed but the record is filled with young pitchers who came out hot and quickly fell off and had significant arm troubles.

All those guys had pretty long but very uneven careers for a variety of reasons, though overuse probably a big factor in the inconsistency.
