All Wards lose a councillor, give or take (if they're not one member). The vote remains FPTP.

I've assumed a huge part of it was that Labour and the Conservatives both had vast numbers of fortress like wards, where any new system would probably make them competitive.

Which I guess is not true anymore more for the latter, and increasingly less true for the former.

Although I would imagine this is still more about what may happen in next year's London locals. There are so many fortress wards for Labour across the inner/middle of the city where Labour hasn't really had to work hard for their vote (whilst also having lots of volunteers to do GOTV at elections)

Tl;dr - if Labour want to combat racism, they should say racism is wrong, over and over, and act on that belief (e.g. by leaving certain social media sites owned by racists). That would do more to promote anti-racist norms, and protect the interests of Britain's minorities than immigration controls.
