![We conclude that the term "regular forces" in §12406(3) likely refers to the regular forces of the United States mili-tary. This interpretation means that to call the Guard into active federal service under § 12406(3), the President must be "unable" with the regular military "to execute the laws of the United States." Because the statute requires an assessment of the military's ability to execute the laws, it likely applies only where the military could legally execute the laws. Such circumstances are exceptional: Under the Posse Comitatus Act, the military is prohibited from "execut[ing] the laws" "except in cases and under circumstances expressly authorized by the Constitution or Act of Congress.
18 U.S. C. §1385. So before the President can federalize the Guard under §12406(3), he likely must have statutory or constitutional authority to execute the laws with the regular military and must be "unable" with those forces to perform that function.
At this preliminary stage, the Government has failed to identify a source of authority that would allow the military to execute the laws in Illinois. One thing the Army taught me in war zones is never arrive on time for a pre-scheduled meeting, you're more likely to live if you mix it up. Not sure if it was luck or plan here, but very glad that Zelensky is safe (again). This is Ireland, but Russia has been engaged in hybrid war for years.
Quite breathtaking story - military grade drones at Dublin airport which flew on the path Zelensky's plane took. The drones reached the flight path of his plane exactly the time it should have been there, but just missed it because Zelensky arrived ahead of schedule:

Gardaí are investigating whether the drones took off from land in Dublin or from an undetected ship.

Today, after months of requests, I toured the Broadview ICE Processing Facility. I want to share what I saw.
The facility has no food vendor, no medical care, and detainees have to use toilets in the middle of shared cells. These are in no way suitable conditions to be holding anyone — period.
