Of course the president can’t subvert the Constitution by lying that there’s an emergency. If lying that there’s an emergency is a magic loophole granting the executive branch the powers of Congress, there’s no point to Article I.

Not just Trump. Republicans have never wanted functioning government. They get elected on promises to obstruct government.
Is it possible Trump simply doesn't want the government open, period, and has no intention of trying to open it back up at all?
