certainly seems like a very big scandal if the chair has been trying to call a special meeting for weeks and the staff and CEO is obstructing that … i hope the @nashvillebanner.bsky.social will investigate
Power is quite different from ability. They have to comply with public meeting rules. They have to notice things and reserve space. They have to (often) coordinate with metro legal and IT. So when a staff really doesn’t want something, the authority’s chair has very little actual, practical power.

it’s very funny to see council members learn that maybe they should have spent more than 0.2 seconds thinking about the nominees for boards and commissions that they unanimously and uncritically approved

Say one is getting consistent pushback on a bus fare suspension, how might a council that doesn’t control the transit authority force policy? Statute setting for transit requirements? Can budget allocations be based on free fare?
