Congress has to pass laws, budgets, fund & defund.

President cant defund programs funded by previous laws & budgets

Executive orders are policy statements until passed into law by Congress

This creates a pseudo-legislative foundation for a police state—'pseudo' because executive orders aren’t technically law. This distinction can become irrelevant if law enforcement, military, intelligence agencies choose to enforce them law, regardless of their constitutional validity.
