Modernizing legacy infrastructure is an excellent goal, but it is one that needs to be done deliberately and with great thoughtfulness. Doing a rush job is a terrible idea, especially with critical infrastructure. It might be different if the existing system were about to fail, but it is not.
Social Security systems contain tens of millions of lines of code written in COBOL, an archaic programming language. Safely rewriting that code would take years—DOGE wants it done in months.
