Article I says Congress makes laws and has power of the purse.

Article II requires POTUS to faithfully execute laws.

Refusing to execute laws so he can usurp Congress’s budgetary authority is unconstitutional.

A self-respecting Congress would do a veto-proof resolution, and if necessary, impeach.

The separation of powers designates that Congress controls the financial powers of our government. Trump's series of sweeping executive orders within the last few days has sought expressly to rob Congress of that power.
