Bureaucratic politics explanation for ICE arrests: 1) they arrest people for whom they have data, i.e. those who comply with requests for info from the govt; 2) they go for easy arrests (people who won't fight back). So, expect more law-biding, non-threatening people to be arrested. 1/2
They are not picking up dangerous criminals, but the immigrants who were actually complying with the conditions of their presence in the US. And now, other immigrants have less and less reason to do so.
