but when you have a process of just writing down the guidelines your design review board was using previously so developers can comply more easily you mostly get bad guidelines. see this thread:

most design review reforms have focused just on the process. examples: rubio’s housing streamline project reduced the level of design review required so most projects are approved by staff, and california has asked cities to adopt “objective design standards” to remove subjectivity from the process

it’s both:
- the process itself adds uncertainty and time to the development process which increases cost
- design guidelines are generally kind of bad and produce bad outcomes in terms of cost, aesthetics, and building quality
