i just read up more on it, it actually does plan for action, such as equality centers in universities, and clear definition of caste discrimination so that complains on caste discrimination are handled more seriously.
recently they protested the UGC guidelines (which highlighted that the constitution exists and caste discrimination exists, it doesn't outline any progressive action or persecution of caste discrimination) lame that none of them even set themselves on fire, just raising flimsy signs. pathetic, lmao
what's worse that it's not that UCs didn't get caste privilege in universities (they certainly did, still do) the anti mandal self immolation bullshit happened because they were absolutely horrified by even the slightest chance of equality

i think people sometimes miss this two-pronged approach, but when trans women are harassed for being "male [insufficiently female] in female games" the trans woman and the cis women are simultaneously derided for this skills and looks by these guys triangulating one against the other
