Squeaky wheel principle, nothing gets fixed if people aren’t aware it’s a problem. Messaging isn’t enough alone but it’s definitely a key step that CO Dems as a group have punted on, leading to a predictable budget crisis AND a public confused about TABOR downsides.

If you make under $13k per year, losing $1000 is DEVASTATING. That’s meals you can’t eat, desperately needed medical procedures you can’t get, school supplies your children can’t afford.
