Draft a bill to require body cams, visible badges with identification, and no masks. Hold agents who commit crimes accountable. Then we can worry about the training.

I agree with you that the training seems inadequate but the main issue is masked thugs roaming the streets with no accountability. No amount of training would make that okay.
