fundamentally the problem Chicago has is that it creates a massive amount of economic value for the region but cannot capture it with proper taxes due to municipal fragmentation (and the entire reason suburbs exist is to deprive cities of this revenue)
low property taxes in a desirable area are a handout to banks bc people purchase property based on the maximum monthly payment they can afford, and so low property taxes drive up property values and in turn banks make more money from mortgages
