This is a cultural phenomenon in New Mexico as well, Mme. On first meetings P/people always shake hands.
My suggestion when traveling in Mexico. Every single person you meet: look them in the eye, smile, say “good morning” (or good evening or whatever). And wait for them to greet you back.
Only then proceed to whatever business is at hand. I know it seems slow and overly formal to us. But just do it.
