I feel like Cohn's article answers the wrong question. 100% turnout is not possible. If GOTV efforts went up, what do the next cohorts of voters looked like? What's the marginal value of spend? Or more charismatic candidates? We don't have the right data.

I feel like Cohn's article answers the wrong question. 100% turnout is not possible. If GOTV efforts went up, what do the next cohorts of voters looked like? What's the marginal value of spend? Or more charismatic candidates? We don't have the right data.
