I don't know anything, but if I were mayor I would find the absolute biggest piece of shit on the force -- the guy with multiple brutality accusations, speeding tickets, etc -- and order him fired. The NYPD will make a big fuss, because they have to if they want to maintain their impunity...
The tools exist within the structure of the NYPD to discipline the organization, if you want to do it. But you have to make an affirmative decision that you want to do that, understand the outcome you're trying to achieve, and understand who your allies and enemies are.
