So basically she's saying that she understands that some people may not be able to work because of reasons beyond their control, but they don't deserve help. Wow. That's some real compassion there.

Imagine your house was on fire, and when the firefighters arrived, they refused to help because you didn't say "please" or "thank you" enough. Then they berated you for not getting dressed up nice before they arrived. Imagine how incredibly messed up that would be.
