Don't know how they got away with ripping off P.P. Hammer.
As for the character swaps, it has to do with what characters they have licenses for in different regions. On the NES, Capcom had the rights to Disney characters, so Kemco swapped out Roger Rabbit and Donald Duck for Bugs Bunny and Snoopy.

While one of the best spinoff games of that era, Pokémon TCG GB has a distinct "uncanny" feel to it, almost like a knock-off more than an official product
The way it reuses overworld sprites from the mainline game but everything else is a complete aesthetic mismatch (namely the text font)

People always complaining about modern games having immense file sizes claiming developers forgot what "compression" is, when the problem isn't ""compression"" but the sheer amount of individual assets and the fidelity of them in comparison to older games 🥱
