anyway i bring this up bc any attempt to impose a specific nationwide fair system seems doomed to failure just based on congressional dynamics but i'm willing to guess a basic "no gerrymanding" rule would be supermajority popular when polled and could conceivably get over the line

To the extent there's "excessive sentencing", it's solely the product of the right's obsession w/ locking everyone up for eons and stripping judges of any discretion in sentencing. Rational adults have long understood it's the surety of penalty, not the length, that's the deterrent.
