That last sentence hits the nail on the head. It's the money. The license points system exists to funnel young drivers through the FIA's own feeder series system (F3, F2, and to a lesser extent FRECA), and it has ruined the European feeder series ladder.
It's not just the teams though. The whole Super License system exists so that the FIA doesn't have to say no. They can just tap the sign. And then, there's risk that talented driver skips the ladder straight to F1 which reduces the money the FIA is making on the ladder.

I can't believe how underwhelmed I am by this season man, considering how close it was at the top. Underwhelming cars, underwhelming racing, underwhelming title fight, underwhelming finale, underwhelming champion. Glad it's over honestly, I hope next year is more exciting
