Well now you run into the problem of who does the actual arresting. There really aren’t “international law police” out there to do it (Interpol is a talking shop between national agencies, not a standalone force)

It’s not. The Headquarters Agreement explicitly applies US law to UNHQ, except where it conflicts with UN “regulations” (so e.g. US parental leave or commercial contract laws don’t cover UN employees or purchases).

UNHQ is on US soil, though under UN “control”. US law applies when “compatible” with UN regulations. But US authorities (police, etc) may not enter HQ to enforce that law without SG approval, and the UN may not make UNHQ a sanctuary for those fleeing U.S. law enforcement - not any other law.
